<description>&lt;p&gt;I have a wachovia checkingn account.&lt;br /&gt;
I am stayin in foreign country, now.&lt;br /&gt;
so I need much money, about $6000.&lt;br /&gt;
Then, I knew that I just can withdraw $800 in a day.&lt;br /&gt;
so I tried to withdraw each $800 for 2 days.&lt;br /&gt;
Today!! I tried to do again.&lt;br /&gt;
But ATM machine showed me that my card is restricted&lt;br /&gt;
I am very embarrassed and it is big problem.&lt;br /&gt;
Is there withdrawl amount limit in foreign ATM.&lt;br /&gt;
help me!!!

<description>&lt;p&gt;I just called Capital One this morning and confirmed that:&lt;/p&gt;
&lt;p&gt;1.  They do not charge a foreign transaction fee; and&lt;br /&gt;
2.  It is their policy not to pass on the fee from Visa.&lt;/p&gt;
&lt;p&gt;It wasn't hard to get that question answered.  As a matter of fact the woman on the phone said I asked a very good question and asked that I hold while she investigated.  She came back confirming my point #2.  As a matter of fact it sounded like she was reading some kind of official statement on it.  I plan to call again next month before I travel to make sure the policy hasn't changed.  Because I'm an anal dork like that.&lt;br /&gt;

<description>&lt;p&gt;I'm inclined to think that Capital One has not changed their policy.  That said, as jimmy says, their representatives are sending mixed messages.  Also, Capital One is restructuring their credit card division, so I expect changes in policy may be around the corner.&lt;/p&gt;
&lt;p&gt;But as Ravi and others have pointed out, Capital One's terms and conditions still say 0%.  And when I've manually calculated fees made on international purchases made late last month, the fee was negligible.&lt;/p&gt;
&lt;p&gt;So in short, I think that Capital One is not charging fees. It's definitely hard to get a definitive answer out of them though -- even when I contact them as 'media.'

<description>&lt;p&gt;Honestly loouise; you should just get yourself some dollars before you leave.  Europe is great for getting the greenbacks, but I would never take my chances in the US for Euros.  Or any foreign currency as far as currency is concerned.&lt;/p&gt;
&lt;p&gt;Use a credit card. PIN numbers are shorter too so be careful with ATMs.

<description>&lt;p&gt;Of course you always need to read all the card disclosures and details.  One ariline cards were popular in the day, but now credit cards increasingly offer open miles programs.  Yes, their offers are true, but you need to read carefully to know what you are getting.&lt;/p&gt;
&lt;p&gt;AmEX is known to offer some of the best rewards cards and has traditionally good travel customer support and service.  Discover card also has an airline travel card, but it seems I never get time to actually redeem my Discover rewards.  I can't speak to the capital one card you talk about.  I agree that single airline cards have major disadvantages.

<description>&lt;p&gt;I can't believe that it is still legal for businesses to charge DCC.  I just got back from Mexico and wanted to use my credit card.  The merchant asks me to use DCC and I say no thanks.  I've been asked to use dynamic currency conversion before, I'm aware of the scam and I say no.&lt;/p&gt;
&lt;p&gt;This time the merchant really really really wants me to do it.  Finally I just pay cash.  Obnoxious to say the least.  Somebody really needs to sue these people like the credit card companies.  Is there anything like that in the works?

&lt;p&gt;OK, fine, but I still wonder if the fee is 1% or 0% like it once was.  My understanding was that Cap One used to reimburse fees that Visa or MasterCard Charged.

<description>&lt;p&gt;I emailed capital one about their possible changes to their foreign transaction fees on March 12 because I had also read that they changed their terms and conditions.  Today, April 20 I finally get a reply which says that they cannot answer my question because 'electronic correspondence' is not a 'secure' way to contact them and they wish to protect the 'integrity' of my acct.  They inform the that they prefer to discuss such questions over phone.&lt;/p&gt;
&lt;p&gt;I would have posted this message on this board but at the bottom of the email CapitalOne threatens that 'retransmission' or 'redistribution' of the email they sent to me is 'strictly prohibited.'&lt;/p&gt;
&lt;p&gt;What a JOKE.  First of all, this is clearly a form email.  I did not contact them about personal account information and I didn't even tell them I had an account. Over the years I've called CapitalOne about foreign fees repeatedly and I get different answers from different reps.&lt;/p&gt;
&lt;p&gt;They clearly don't want to answer me.  The question is WHY???&lt;/p&gt;
&lt;p&gt;I'm skeptical that as Jimmy says they've changed their fees.  Can anyone get a better answer from their shady &quot;customer service&quot;?

I have a United Miles Plus card and we all know how hard it cam be to use those flyer miles miles.  And after bad experiences I can no longer fly on united.  I need a card that allows FF miles to be collected on multiple airlines.  I don't want a card that ties us into ONE airline because I don't want to be trapped again.  I got a solicitation for a Capital One card that claims to be flexible.  AmericanExpress also makes good offers. Can their offers be true?-- with no seat restrictions and multiple carriers.  Does anyone have good or bad experiences, please let me know. United has been a terrible pain.  If CapitalOne and Amex were as good as they sounded why would anyone go with just one airline card.&lt;br /&gt;
